Key Outcomes

Eliminated $650,000 in upfront migration costs
Avoided $5–6 million in datacenter renovation expenses
Enhanced security with 24/7 managed SOC services
Transitioned from CapEx to OpEx for predictable budgeting

The Challenge

The Office of the Attorney General of Georgia (OAG) faced a mandate from the Georgia Technology Authority to adopt a Cloud-First strategy, necessitating the modernization of its aging IT infrastructure. The agency's datacenter required costly renovations estimated at $5–6 million. In addition, the transition needed to ensure compliance with GovCloud and security standards, while financial constraints made significant CapEx investments unfeasible.

Initial proposals for the cloud migration presented substantial financial barriers, including a $650,000 migration cost for AWS alone. The OAG needed expert guidance to navigate these challenges and identify a cost-effective, secure path forward that would also comply with necessary regulations.

The Solution

ARG was engaged by the OAG to provide a structured strategy and supplier selection process, leveraging its vendor-neutral position. By assessing the agency's needs and financial constraints, ARG identified Red River and Abacode as the best-fit partners for the cloud migration. This selection was based on their ability to meet technology and budget requirements while ensuring compliance with GovCloud standards.

ARG's approach involved strategic partnerships and funding mechanisms that eliminated the $650,000 upfront migration costs. Red River utilized AWS funding programs to cover the migration costs, while Abacode provided 24/7 Managed SOC services to enhance security, integrating seamlessly with the agency's existing Microsoft security tools. This collaboration ensured a smooth transition from CapEx to OpEx, enabling predictable budgeting and positioning the OAG as a leader in public-sector digital transformation.

How We Did It

Phase 1 — Initial Assessment and Strategy Development

Morrow Consulting initially assessed the financial and security challenges of the migration, recognizing the need for ARG's vendor-agnostic expertise. ARG was then engaged to develop a comprehensive strategy.

Phase 2 — Vendor Selection and Cost Optimization

ARG paused the initial AWS migration proposal, exploring alternative funding options. Red River was selected to execute the migration, leveraging AWS funding to offset costs.

Phase 3 — Cloud Migration and Security Implementation

Red River efficiently executed the AWS migration, minimizing disruption. Abacode deployed Managed SIEM/SOC services, integrating with existing Microsoft security tools to ensure compliance and enhance cybersecurity.

The Results

The OAG successfully eliminated $650,000 in upfront migration costs through strategic vendor selection and the use of AWS funding programs. This financial strategy also allowed the agency to avoid $5–6 million in datacenter renovation expenses.

Security was significantly enhanced with the deployment of 24/7 Managed SOC services by Abacode, ensuring compliance from the outset and integrating with existing Microsoft security infrastructure. This proactive approach bolstered the agency's cybersecurity posture.

The transition from CapEx to OpEx provided the OAG with predictable budgeting, aligning with their financial constraints and enabling a scalable framework for future cloud initiatives. This project set a precedent for IT modernization in the public sector, demonstrating efficient use of taxpayer resources.

“The project has been recognized as a best practice for future state IT transformations.”
